Cynthia Weaver (she/her) serves as Senior Director of Litigation at the Human Rights Campaign, where she leads strategic legal advocacy efforts to advance LGBTQ+ civil rights across the United States. With over a decade of diverse legal experience spanning government service, nonprofit advocacy, and civil rights litigation, she brings comprehensive expertise to her role protecting and expanding LGBTQ+ legal protections.
Prior to her current position, Weaver served as Litigation Director at HRC and held key roles at the NYC Law Department as Senior Counsel and at Legal Services NYC as Senior Attorney and Staff Attorney, where she handled complex civil litigation cases involving anti-discrimination, housing, government benefits, and LGBTQ and HIV laws. Her extensive litigation background has equipped her with deep understanding of both the challenges facing LGBTQ+ individuals and the legal strategies necessary to address systemic discrimination.
Weaver's legal career began with prestigious positions including serving as Judicial Law Clerk for the Honorable Christian F. Hummel in the Federal Judiciary and completing internships with the Office of the New York State Attorney General, New York Lawyers for the Public Interest, the National Labor Relations Board, and the U.S. Courts of Appeals. She has also contributed to legal education as an Adjunct Professor of Law at New York Law School.
Her academic foundation spans multiple disciplines and institutions, beginning with a Bachelor of Arts in Philosophy and an Independent Major in Film and Literature from Rutgers University (2001-2004), followed by a Master of Science in International Politics and Human Rights from the University of Glasgow (2007). She earned her Doctor of Law (J.D.) from the City University of New York School of Law (2009-2012), while also pursuing specialized coursework at Hofstra University's Maurice A. Deane School of Law and The George Washington University Law School in areas including comparative criminal procedure, computer crime, and intellectual property rights.
Through her leadership at HRC, Weaver continues to shape the legal landscape for LGBTQ+ rights while building on her extensive experience in both direct service and systemic advocacy.
